Introduction

Adv Tiny Seboko SC is a Senior Counsel practising from Maisels Chambers in Sandton, and a member of the Johannesburg Bar since 2007. Admitted as an advocate in 2005, she practises across constitutional, administrative, labour and criminal law, together with delictual claims, public procurement and land claims, dividing her time evenly across each rather than specialising in one.

She began her career as a prosecutor in the Soweto courts and as a State Advocate at the Johannesburg DPP's office. She has twice served as an Acting Judge of the High Court, Gauteng Division, and as an Acting Judge of the Labour Court, and was appointed Evidence Leader for the Gauteng provincial commission of inquiry into minibus-taxi violence.

She chairs the Johannesburg Society of Advocates' Transformation, Briefing Patterns and Pro Bono Committee (2024/25 and 2025/26) and the Tax Board (2024–2029), and was instrumental in the 2025 launch of AuxBrief.

Practice Areas

Constitutional Law

Matters concerning fundamental rights and the exercise of public power, including before South Africa's apex court.

Seboko has appeared before the Constitutional Court in Barlow v S 2017 (11) BCLR 1357 (CC).

Administrative Law

Review of public power and administrative action, and engagement with the practical challenges facing the profession in this area.

As Chairperson of the JSA's Transformation, Briefing Patterns and Pro Bono Committee, Seboko convened the JSA's 2026 Administrative Law Practical Workshop, addressing the implementation of Public Protector remedial action and the practicalities of state briefing.

Labour Law

Disputes before the Labour Court, and judicial service on that court.

Seboko has sat as an Acting Judge of the Labour Court.

Criminal Law

Criminal trials and appeals, including matters of historical and constitutional significance.

Seboko began her career as a prosecutor before coming to the Bar. Led by K Tsatsawane SC, she appeared in Rodrigues v National Director of Public Prosecutions and Others [2019] 3 All SA 962 (GJ), arising from the 1971 death in police detention of anti-apartheid activist Ahmed Timol. A full bench of the South Gauteng High Court dismissed the accused's application for a permanent stay of prosecution, holding that the public interest in accountability for apartheid-era crimes outweighed the prejudice of the state's historical delay in bringing charges; the ruling was upheld on appeal to the Supreme Court of Appeal.

Delictual Claims

Claims against the state and private parties for unlawful arrest, detention and medical negligence.

Reported matters include Sithole v Minister of Police [2019] JOL 45725 (GJ) and Subjee v Minister of Police [2018] JOL 39431 (GJ), both delictual claims against the state arising from police conduct.

Public Procurement

Disputes arising from state and municipal contracting and procurement processes.

Seboko appeared for Eskom in Eskom Holdings SOC Ltd v Mkhondo Municipality and Others, heard before Legodi JP on 3 April 2023, contempt-of-court proceedings brought after a municipality failed to honour an instalment plan on a R20 million debt. In the course of the matter she identified that a clause of the parties' settlement agreement had been improperly endorsed as a court order and brought a successful application for its rescission.

Land Claims

Matters concerning land restitution, tenure and rural development.

Seboko has appeared in land claims matters including Motsoaledi NO and Others v Minister of Rural Development and Land Reform and Others (M160/19) [2020] ZANWHC 62.
